Orgullo socialista, rubor capitalista
Algunos dirigentes políticos que se vanaglorian de sus excesos verbales contra el tren del capitalismo, son conscientes de que, sin sus beneficios, la locomotora se detendrá

El capitalismo apareció primero y el socialismo después, siempre pisándole los talones y con tanto éxito, que le ha ganado en prestigio social. Como una poderosa locomotora, el capitalismo impulsó el progreso gracias al espíritu emprendedor de comerciantes y navegantes, industriales y agricultores, banqueros y aseguradores. Pero de inmediato el marxismo ocupó vagones sin pagar boleto y, con el dedo en alto, comenzó a apedrear al conductor, acusándolo de quemar carbón, largar humo y explotar al ayudante.
Karl Marx y Friedrich Engels lo describieron así, en su Manifiesto del Partido Comunista (1848): “La burguesía, desde su advenimiento, apenas hace un siglo, ha creado fuerzas productivas más variadas y colosales que todas las generaciones pasadas. La subyugación de las fuerzas naturales, las máquinas, la aplicación de la química a la industria y a la agricultura, la navegación a vapor, los ferrocarriles, los telégrafos eléctricos, la roturación de continentes enteros, la canalización de los ríos, las poblaciones surgiendo de la tierra como por encanto” .
El capitalismo es el único sistema que puede satisfacer las necesidades básicas de la humanidad, si no fuese distorsionado por la corrupción, por factores culturales o por soberbia dirigista. Su movilidad social, impulsada por la educación y la igualdad de oportunidades, permite conciliar su irremplazable dinámica productiva con una justicia distributiva basada en el mérito y el esfuerzo
Y se preguntaron: “¿Quién en los pasados siglos pudo sospechar que en el regazo de la sociedad fecundada por el trabajo del hombre yaciesen soterradas tantas energías y elementos de producción?”.
Claramente ni Marx, ni sus sucesores comprendieron por qué salieron a la luz las energías que yacían soterradas e improductivas “en los pasados siglos”.
La Revolución del Neolítico, hace 9000 años, fue la primera transformación radical de la vida humana, pasando de nómade a sedentaria, al reemplazar la caza y la pesca por la agricultura y la ganadería. Pero hubo que esperar hasta el siglo XVIII para que la Revolución Industrial produjese una transformación aún más profunda: nuevos inventos, máquinas a vapor, expansión de las industrias, el transporte, el comercio, el campo y los servicios, dando trabajo a millones de obreros y empleados.
Ese cambio no fue resultado de la evolución humana, ni consecuencia del progreso científico. Podría no haber ocurrido jamás y aún viviríamos sin electricidad, ni medicamentos. De la caza y de la pesca, como antes del Neolítico. O como en Cuba o en Burkina Faso. Fue producto de un “giro copernicano” en materia institucional: el Estado de Derecho, surgido en Inglaterra cuando la monarquía absoluta fue limitada por un régimen parlamentario (Declaración de Derechos, 1689). Recién cuando la propiedad, los contratos, la protección de los inventos y los frutos del esfuerzo dejaron de estar sujetos a la discrecionalidad del soberano, las iniciativas se multiplicaron hasta límites nunca imaginados, como describió el “Manifiesto”.
En la Argentina, nadie reconoce en público simpatías capitalistas y la mayoría prefiere el aditivo “social”, aunque en privado disfrute de lo exclusivo (y excluyente), como los barrios cerrados, los departamentos en Puerto Madero o los hoteles de El Calafate
Marx y Engels creyeron que se podría aprovechar la potencia de esa locomotora para cumplir la utopía de la sociedad sin clases. Nunca advirtieron, ni ellos, ni sus sucesores, que esas energías surgieron de un sistema institucional que generó incentivos para realizar las obras “grandiosas y colosales” que admiró al filósofo de Tréveris.
En 1917, los bolcheviques ocuparon todos los vagones del tren y no solo apedrearon al maquinista, sino que lo arrojaron por la ventana, tomando la conducción de una locomotora… que se detuvo al perder energía. En la miseria soviética, los pasajeros fueron sacándole sus piezas para venderlas en desarmaderos.
Décadas más tarde, Mijail Gorbachov se dio cuenta que eran las instituciones capitalistas las que impulsaban los pistones y no los planes quinquenales a punta de pistola. Lo mismo había advertido Deng Xiao Ping, diez años antes.
Pero existe una asimetría en la percepción pública. El socialismo, que pretende distribuir con equidad los frutos del capitalismo, se lleva todos los honores como si los hubiera producido. Es el orgullo socialista de las “almas bellas” con una rosa en la solapa, prueba de su sensibilidad social, amor a la cultura y repulsa por los mercados. En la Argentina, nadie reconoce en público simpatías capitalistas y la mayoría prefiere el aditivo “social”, aunque en privado disfrute de lo exclusivo (y excluyente), como los barrios cerrados, los departamentos en Puerto Madero o los hoteles de El Calafate.
Por más que se indague, no se encontrará ningún dirigente social que haya creado empleo genuino fuera de la órbita estatal, salvo cooperativas o empresas recuperadas con subsidios públicos. En nuestro país no existen monumentos ni calles que honren la memoria de pioneros como Bagley, Noel, Peuser, Bianchetti o Bieckert, mientras el Che Guevara, el padre Carlos Mugica o aun Néstor Kirchner (“la izquierda te da fueros”) son recordados como próceres.
La creación de riqueza para dar agua potable, instalar cloacas, dignificar viviendas, proveer medicamentos de alto costo y resocializar a los presos hace indispensable que la locomotora capitalista funcione, con vigor creciente
El capitalismo es el único sistema que puede satisfacer las necesidades básicas de la humanidad, si no fuese distorsionado por la corrupción, por factores culturales o por soberbia dirigista. Es cierto que su propia lógica genera desigualdad y eso es cuestionado, aunque eleve el piso de los menos favorecidos hasta sacarlos de la pobreza. Su antídoto es la movilidad social, impulsada por la educación y la igualdad de oportunidades, que permite conciliar su irreemplazable dinámica productiva con una justicia distributiva basada en el mérito y el esfuerzo.
Sin embargo, para gran parte de la política la solución capitalista es lenta y no coincide con los plazos electorales. Se exige igualdad inmediata y a secas, utilizando la teoría del “derrame” para descalificarla, como si la única esperanza de los pobres fuese recibir migas “derramadas” por los ricos.
El axioma de Willy Brandt (1913-1992) “tanto mercado como sea posible, tanto Estado como sea necesario” es válido en Alemania, un país capitalista de verdad. Pero en la Argentina, donde el populismo ha corroído todos los espacios políticos y diezmado todas las convicciones, el temor a controles de precios o de cambios, de alquileres, de tasas o de tarifas, puede hacer “imposible el mercado y necesario al Estado”, como profecía autocumplida. La fe capitalista debe ser sobreactuada.

En América Latina, las grandes desigualdades no son fruto del mercado, sino de los Estados, cooptados por la política y los grupos de interés. Contrataciones digitadas, monopolios discrecionales y mercados cautivos han generado inmensas plusvalías, sabiamente compartidas, e intereses creados que dificultan modificar el statu quo.
En la Argentina, donde ese debate subyace en las tensiones políticas, incluso dentro de la oposición, quienes aspiran a un capitalismo con “rostro humano”, deben advertir esa realidad. Y recordar que la creación de riqueza para dar agua potable, instalar cloacas, dignificar viviendas, proveer medicamentos de alto costo, atender a los discapacitados, recuperar a los adictos, resocializar a los presos y tantos otros programas que la sociedad demanda, hace indispensable que la locomotora capitalista funcione, con vigor creciente, para poder sufragarlos.
Nuestro país está sumergido en una ciénaga de estatismo y será muy difícil salir de ella anunciando lo que se debe hacer sin perder votos, como lo sabían Arturo Frondizi y también Carlos Menem. La política puede exigir que, de vez en cuando, con monsergas ideológicas o excesos verbales, algunos cascoteen al maquinista, en nombre de la igualdad. Pero, aunque lo hicieren, deben saber que sin seguridad jurídica, la locomotora se detendrá. Y sin ella, tendremos Cuba o Burkina Faso.
LA NACION
