Chile violento

El asesinato de un tercer carabinero en los últimos días generó conmoción en Chile. La violencia crece allí desde hace una década, y aunque sus índices siguen por detrás de otros países latinoamericanos, en los últimos dos años la inseguridad pasó a ser la principal preocupación de los chilenos.
La percepción de aumento de la delincuencia en el país trasandino en los últimos tres meses ronda el 80%. Según el último sondeo de la encuestadora Cadem, el 95% de la población aprueba el uso de armas para que los agentes enfrenten hechos de violencia, el 92% apoya el endurecimiento de penas contra quienes afecten la integridad física de las fuerzas y el 58% reconoce que la institución policial no cuenta con atribuciones suficientes para combatir la delincuencia.
En 2022, los homicidios crecieron el 33,4% respecto del año anterior, según datos de la Subsecretaría de Prevención del Delito, la segunda mayor variación en América Latina, detrás de Ecuador. Los robos con violencia e intimidación subieron el 63,1% en 2022 y los de automóviles, el 39,8%.
El último asesinato de una integrante de Carabineros coincidió con la promulgación de la ley que fortalece y protege a los agentes policiales y de gendarmería, que generó gran controversia. Motivó también el adelanto de un plan para erradicar la violencia de las calles y el anuncio de una inversión adicional en seguridad de 1500 millones de dólares anuales.
Tras arduos debates, el Congreso chileno aprobó la ley Nain-Retamal, que propone sanciones penales más drásticas contra quienes ataquen a carabineros y que los habilita a usar su arma de servicio solo en casos en que esté en juego la vida o la integridad de los funcionarios policiales o de terceros. Hasta ahora, los policías que usaban sus armas en actos de servicio frente a delitos graves eran inmediatamente investigados por el Ministerio Público, suspendidos de sus labores y privados de sus sueldos. A partir de la nueva norma se establece como legítima defensa tal actuación, al tiempo que los policías gozarán de la presunción de inocencia hasta que se demuestre lo contrario en los tribunales.
La promulgación de la referida ley fue un golpe para el Partido Comunista y el izquierdista Frente Amplio, la coalición política más cercana al presidente Gabriel Boric, que votaron en contra de la iniciativa. El presidente chileno, acusado por sus opositores de haber alentado un discurso de izquierda contra la policía durante las protestas sociales de 2019, ha dado un giro para apoyar las acciones contra el crimen.
Al respecto, Boric manifestó: “A la delincuencia la enfrentamos como Estado y sociedad organizada. En esto no existen izquierdas o derechas”. Sostuvo que “la democracia sin seguridad no tiene sentido, pero a su vez la seguridad sin democracia y sin reglas claras es una pesadilla”.
No puede más que coincidirse con lo expresado por el mandatario trasandino. La seguridad no es de izquierda ni de derecha; es un valor democrático como también lo son el respeto a los auténticos derechos humanos, desprovistos de cualquier carga ideológica. El Estado tiene el deber de garantizar la seguridad ciudadana al margen de cualquier disputa partidaria y sin prejuicios de tipo ideológico.
