SAN JOSÉ, 3 abr (Reuters) - El exministro de Hacienda Rodrigo Chaves parecía listo para lograr la presidencia de Costa Rica tras obtener el 52,9% de los votos en el balotaje presidencial disputado el domingo, aventajando a su rival, el exmandatario José María Figueres, quien lograba el 47,1%, según resultados oficiales preliminares.
Con el 93,5% de las urnas computadas, la diferencia entre ambos era de 106,477 votos, una ventaja muy difícil de revertir y que convertiría a Chaves, un economista antisistema, en el próximo presidente para el periodo 2022-2026.
Durante la campaña, Chaves, fugaz ministro de Hacienda y exfuncionario del Banco Mundial (BM), adoptó un estilo combativo y adelantó que podría usar referéndums para eludir al Congreso, ganando simpatías en casa y comparaciones afuera con otros líderes populistas como el expresidente de Estados Unidos Donald Trump o el mandatario brasileño, Jair Bolsonaro.
Su rival prometió cambios desde adentro de una de las democracias más estables y longevas de América. Sin embargo, enfrentó una fuerte resistencia del electorado por señalamientos de presunta corrupción.
Entre otras cosas, Chaves, de 60 años, ha propuesto atacar la corrupción mediante un plan que retribuiría con dinero a quienes denuncien estos actos y que penalizaría a quienes no lo hagan, así como un paquete de decretos ejecutivos para abaratar servicios y bienes básicos.
Tras la Segunda Guerra Mundial, Costa Rica ha tenido un crecimiento sostenido de su PIB y altos indicadores de desarrollo humano y social, como cobertura universal de salud y uno de los mejores sistemas educativos del continente.
Pero desde 2000 su economía empezó a mostrar grietas que se agravaron con la pandemia: una persistente pobreza aqueja al 23% de los 5,1 millones de habitantes, la creciente disparidad de ingresos lo convierte en uno de los países más desiguales del mundo y el desempleo alcanza a casi al 15% de su población.
Ello, en medio de un elevado y descontrolado crecimiento del Estado que ha agravado el déficit fiscal y engrosado la deuda pública, la mayor de Centroamérica.
Sin embargo, ninguno de los dos candidatos abordó los temas de fondo que golpean al país, por lo que el abstencionismo llegó a un 43% de los 3,1 millones de costarricenses llamados a votar.
El próximo presidente, sin embargo, deberá gobernar sin mayoría en un Congreso altamente fragmentado, algo que le complicaría implementar su agenda y cumplir con reformas convenidas con el Fondo Monetario Internacional (FMI) para acceder a un crédito de 1,780 millones de dólares.
Sobre Chaves pesan señalamientos de acoso sexual durante su paso por el BM, que él ha negado.
